Qualification

Some very basic question that should always be answered:

• What benefit brings the new tool (If it is not for learning purposes)
• Is there maybe an existing tool or library for the same use case
• Is there maybe an existing tool or library where I could contribute
• Is the tool or library in question still up-to-date or is it maintained
• How much will it take to create the new application
• How much will it take and who is going to maintain the new application

For more critical or safety relevant applications this can/must be extended.
